You can find it in vehicles in the market for 30,000 Farmville coins. I haven't tried using it, so I'm not sure how you apply the Instant grow. I did see a drop down menu when you click on your plane.
It takes up a lot of space on your farm, so make room before you buy it!
On the Farmville Feed it read, "Bla bla" needed help growing their crops more quickly, so they bought a crop duster Biplane to spray their crops with Instant Grow!
